The House and Senate Appropriations Committees do not accept Community Project Funding or Congressionally Directed Spending requests for the Department of Defense bill. That has been the rule since earmarks returned in FY2022: every dollar in it is program-level funding, requested by the executive branch and shaped by the committees, never directed to a member's district or state.
